All 50 US states fail to meet global police use of force standards, report finds

Part of the problem is the lack of accountability. You hear about all these excessive uses of force, then they review it internally despite the potential for corruption and bias. Afterwards when they are the police settle in or out of court with the victim, the cost is passed onto the tax payers. I'm not sure if a system like this could work but I feel police should be individually insured like doctors are. Somewhat of a malpractice thing. If they have too many incidents and no one will insure them due to their track record then they clearly aren't fit for duty.
