"This bill is far fetching and very broad, and it will really increase the use of marijuana", said Pa. State Rep. Doyle Heffly, R-Carbon County.
The National Conference of State Legislatures says 23 states, Guam and Washington, D.C., have enacted comprehensive public medical marijuana and cannabis programs since California was first in 1996. His amendment adds flexibility to the list of ailments that could be treated with medical cannabis by allowing a newly constituted Medical Marijuana Board to add or subtract treatable diseases based on available medical research.
HB 307 amends and expands the application of the Right to Try Act, which gives terminally ill patients access to medical marijuana or any other experimental drug not yet approved by the Food and Drug Administration. THC is the component of the cannabis plant that gets users high, but also has many medical benefits including pain relief and aid in sleeping, and provides help for patients suffering from post-traumatic stress and glaucoma.
A former police officer, Knowles said marijuana is a "gateway drug" and said he witnessed lives ruined in the 1970s when "all this pot stuff started".
"As a father, I can not even imagine the anguish of watching my child suffer from a debilitating and painful disease and being powerless to help them".
"Today we have the opportunity of offering hope to the parents of these children, to the patients, offering the hope of letting them, along with their doctors, decide how to best treat the conditions they're dealing with on a daily basis", said Rep. Jim Cox, R-Berks. "We commend them for showing that compassion is not a partisan issue".
He said he'd prefer the federal government took up the matter instead to leaving states to create laws, which could vary depending on state to state. Among other things, the bill would establish criminal penalties for the diversion of the drug and the falsification of identification cards that would only be issued to patients and caregivers.
