If the school had actually followed proper safety procedures and evacuated the school building when they thought he might have brought a bomb to school this story would have been WAY different, even if they still over-reacted and arrested him.
Instead the school's actions say that even they didn't really think it was a bomb if it weren't worth evacuating the school over, which makes arresting the kid even worse.
