It has been my experience that community college already feels like two more years of high school, and that's with people "paying" to be there.
If you're going to give it away, maybe have tests people need to pass in order to enroll. Otherwise, you'll render it truly useless. As it is, too much time is wasted filling gaps in people's education that should have been covered in high school, if not grade school.
