They didn't force them to do anything. They just applied to lead the traditional opening prayer with a Satanic invocation. The city council was so opposed to that, however, that they voluntarily ended the prayer so they wouldn't have to let the Satanists do their prayer.
Personally I love the Satanic Temple. Every time they take advantage of government-sponsored religion suddenly all the Christians realize that maybe government sponsored religious activities aren't so great after all when it's not your religion being promoted.
